Rude, rude, rude.
I agree that the human population growth is out of balance ("control"). I agree that we all share responsibility for the health of our planet.
However, slapping "two is enough" on one's vehicle is hardly a step in the right direction.
If I were to stick a message on my bicycle cart (I don't have a car), I would not attempt to shame or blame anyone in particular. I would write something like "Let's share the planet," "Let's work together to get this planet back in balance," "Let's make this the nicest home we can imagine," "Let's put our knowledge and resources to work to help folks in areas where the typical family actually makes more than 2.whatever children," etc.
The bookstore in my town has that "two is enough" sticker on its front door. As if I'm going to go in there with my three kids?!

Yeah, it's a touchy issue. I think the problem is way-over-consumption on one end of the spectrum, leaving a little too little for the bulk of the rest of the spectrum. To grossly oversimplify.
They say the problem with famine isn't a lack of food, it's a lack of democracy.
I agree that overpopulation is the root of most of the world's problems--but top-down control is IMHO one of those problems. :)
Or is "two is enough" referring to two CARS, LOLz!
